I had a discussion with a friend of mine, about giving a recommendation letter to another colleague whom I never worked directly before, but whether it would be sufficient to provide a recommendation letter based on his CV and scientific profile, as well as my colleague's testimony about his good conduct.

What is your opinion?

Would you give such a recommendation letter, provided all of this information is stated clearly and honestly in the letter?
