You were looking for some relevant journal papers for your work and you came across several papers that are only possible to access the full paper by subscription. However, you may access some of the papers via your institutional account such as workplace or organisation or university/college. Furthermore, the papers that were generated were journal pre-proofs but with DOIs assigned.
Would you cite these papers or wait until the final form is published?
Good question, Muhammad Aledeh ! Yes, I cite such articles as well as preprints. For me, waiting for the final shape to be published is similar to the behavior of an ostrich burying its head in the sand.
I agree with dr.Osama K.Abdulretha ‘s opinion that the work must be completed&published.
Dear Faraed Salman and Osamah K.Abdulretha Alsharifi , if you will wait then you can lose your priority. On the other hand, the process of publication of your article can be enough long, and to finish this process all references will be published. In a big lot of my papers for such publications I used the special remark - "in the publication". It is a good practice for science ethics.
An article with a valid DOI, no matter pre-proof or published, has successfully passed the process of peer-reviewing, and potential revision, thus, it's absolutely citable.

If the article has passed the peer-review procedure and has a DOI, it is fully ready for citation. Publication can take 3-4 months and there is no need to wait.

Thank you very much for making this discussion lively and meaningful. Interestingly, we can see from themes derived from contributions for example supporting the use/citation of papers that have already being peer-reviewed and assigned DOIs to be citable. Additionally, owing to the fact that some journals delay publication of accepted papers stretching even far beyond 4 months making the paper almost too late to be published. Sometimes several papers could have been published having similar findings, therefore, citing papers with DOIs is encouraged.
Dear Muhammad Aledeh , some journals would require you to provide the volume and issue number which means work must be completed and published to provide proper references. On the contrary, some journals may see it sufficient if DOI is provided. The option is dependent on the journal selected for your work and referencing requirement.
Dear Muhammad Aledeh as soon as your paper has been officially accepted for publication it can be cited in other manuscripts if you provide the DOI.

Dear Muhammad Aledeh! As I understand it, the possible significance of a paper in terms of its ability to positively influence a journal's rankings and scores is higher in the first period after publication. Therefore it is advantageous to 'delay' the publishing date somewhat and publish an online DOI version of the paper. And as your own publication process is likely to take some time, even if journals require volumen number etc - this will most surely be out before you need to finally supply them. What is the point in waiting?
Once a document is available on the internet, it is in public domain. If I do not cite such papers, I would be 1) depriving myself of the benefit of on-going research, and 2) denying credit to the authors for their contribution to science.
I will cite such a paper that is peer reviewed, Doi has been assigned and it's already available online. It adds.to the beauty of scientific writing as new findings can crop up sooner.than later.
