It depends on the quality of the public school system and that of the private schools involved. I have seen some very excellent public schools (at the K-12 levels). I have also seen some very poor ones (especially in the inner cities). Most people view private schools as having a more intense academic program (especially at the K-12 levels). However, I have seen a few that were not as good as some of the better public schools. At the university level, I have taught at both public and private universities. They both provided an excellent opportunity for their students.
In recent years scenario of education is slowly changing towards privatisation. Parents shows their option to private educational institutions even though they are not in a position to pay the fees. In turn meritorious students naturally attending private schools rather than public schools.
This is not always the case. There are bright students from public schools who can compete favorably with students from private schools. Also some private schools are not well funded and lack quality
I don't think so. In most cases a lot of hidden exceptional intellectual students are found in public school especially in colleges but later find their ways back when challenges come from private school trained student at the University.
Of course there is the argument that the private schools get to select the students that they teach. The public schools in the United States have a legal responsibility to take any student regardless of ability (at least in K-12).
