Many teachers & educators have ethical codes that are reiterated every now & then during lessons when a need arises. If you mention human rights education "HRE" in front of them, do not be surprised to see them confused or replying that places, other than schools, are the correct arenas to familiarize the younger generations about human rights.
Assuming that the schools (besides churches , mosques, the media…etc.) were encouraged to talk about human rights, the teachers have to be aware of what these rights mean so HRE has to be integrated within the curricula at various levels.
When I was a postgraduate student in Europe many years ago, I realized that the indigenous students among my classmates had very limited knowledge of human rights saying things such as freedom to eat or drink, freedom of assembly, freedom of worship, and the right to a fair trial. Some of them were not aware that the scope of HR is much larger & it includes the rights for items such as health care, housing, a job with a fair living wage, respect for personal privacy, prevention of some governmental departments from cruelty directed to "weak" citizens, and entitlement to live in a non-polluted environment.
Without HRE , schools will lack one of their precious purposes of producing high quality students who are aware of important things in life besides the subjects they have learnt or specialized in.

It should be incorporated into the teaching curriculum of schools. It is important that learners are instructed in HR as part of the foundational subjects in school to make them functional and abled citizens in their societies.
