It has too many neutrons compared to the number of protons. That is because it is only produced artificially.
The detailed answer is complicated. Basically, the stability of nuclides depends on their number of protons/neutrons and some configuration are more stable then others (analogue to electronic configurations in the atom). So it turns out that all configurations with 43 protons either decay in Mo (42) or Ru (44) because both these elements have a lot of stable isotopes.
It is a matter of the excess mass when nature pairs 43 proton, the adational unpaired proton have lot of energy so that there will be mass excess even if the optimal stability occurred when 56 neutrons were added.
Nature always gave us exceptions that prove the rules.
