I amplified an exome on PCR for sanger Sequencing, and run it on 2 % Agrose gel without ladder, but size of the fragment is 545 bp. The bands were clear. After purifying it with SolarBio purification kit using (1vol of 45 μL) according to the protcol.

Membrane based purifications often have a low efficiency, You could try heating the elution buffer or water and leaving it on the membrane for twice as long as recommended in the kit which should give an increased yield but at 10ng/ul you are getting plenty to sequence with for a small pcr product

how many ul of sample did you loaded in agarose gel?
i think that the difference of detection beetween gel and nanodrop is just due to the lower sensitivity of nanodrop detection.
