Setting questions for examination is one herculean task. I have my own observations about pass question. Naturally, I am not a fun of sit down examination which may involve the use of pass questions. Questions are supposed to assess the knowledge, skill and attitude of students; however, if questions are always recycled it will be difficult to measure accurately students' achievement overtime.

I do think that, most teachers normally repeat questions because they feel lazy to set new questions

Pedagogy has grown so much, but many refuse to accept that learning evaluation is one of the foundation of this process. Repeating questions is just a consequence of non professional classroom management.

Testing is certainly the most important part of education because it provides the teachers with numbers based on which they make inferences about the ability of their students. Because of the importance of such decision making process, education experts have recently expressed great dissatisfaction about tests criticizing their validity in pinpointing students' abilities. The values education ,placing a high emphasis on moral and ethical issues of teaching and learning processes, has highlighted the significance of teachers' practices especially in the area of testing. As you have rightly observed, repetitive questions can be considered a direct violation of morality values threatening the foundation of teachers' accountability, which has a pivotal role in post-modern era .

Because they have exhausted their question pool.

I don't know where this question falls whether At College, Basic, or High school level.

But some teachers really feel that its not necessary to set new questions when the you have treat the same topic for previous

I agree with Vilemar. The new pedagogy is not being taken seriously.

Some teachers just dint care the students of different years and levels need different questions even if the material taught is never changed.

They do that to test the performance of that level as compared to the previous students

It because of shear laziness

Because of time constraint and laziness so that's a short cut way to go

To phrase questions that sound different needs creativity !!!
