Perhaps most researchers have noticed that some scientific journals in different disciplines are limited to publish only two issues per year. Why do some scientific journals publish only two issues per year? However, after one year or two, you can observe that this number is increased to three issues per year instead of two issues. Are there any criteria that limit the number of issues which should not be exceeded? Or is this depend on the number of researchers coming to submit their research to scientific journals?

I agree with Dr George Thomas. As said, it depends upon the flow of quality articles along with the journal team and its reviewer base. An established journal tries to maintain its periodicity. A quick increase or decrease in number of issues mostly done by recent journals or not so reputed journals as reputed journals mostly try to maintain their quality of articles and do not change their frequency frequently.

I also agree with Dr.C George Thomas. I would like to add that there is something else I do not know whether or not it is taken into account in these journals, that the small number of research papers may lead to increase the impact factor of the journal sharply because it is affected by the ratio (number of citations/number of papers).

When a journal is new they want to test the waters, so to say, to determine who their audience is and how many people will read their journal. Perhaps they have done some market survey to base their decision to publish twice a year, at least initially. Then, as the number of readers grow as well as the number of articles, it may be deemed prudent to publish more frequently. With many journals publishing exclusively online, printing costs are not as much a consideration as they used to be. Computer storage space in the cloud is practically free. Thus, the factors that determine the frequency of publishing and the number of articles per issue are dictated by the the number and quality of articles submitted and the number deemed by reviewers as publishable.
One of the most important criteria for acceptance and publication in scientific journals is to achieve credibility and scientific honesty and then come to increase the area of publication, so they seek to publish limited at the beginning of its work and then begin to expand when increasing financial and administrative support.

Because of quality research paper and impact of the journal
The number of issues per year is a journal's policy. The changes with time are based on the the number of articles submitted to the journal. At start, the number is always low but with time, if the journal performs well, the number of articles increases, and consequently the number of issues.
I think its because of the no. of Publications submitted to that particular Journal.
