While meshing a simple domain in ANSYS Meshing, in case of flow over a circular cylinder. Near the cylinder to capture first layer effects, inflation tool is used, at the same time to get structured mesh if we go for face meshing tool, automatically inflation tool not in use. Any specific reason for this?
Ramarajan J. The inflation algorithm (pre/post) is incompatible with face meshing (structured grid). In Ansys meshing, you can split your body appropriately and use the edge sizing feature with the bias option to get face meshing with inflation. Alternatively, for axisymmetric bodies like cylinders, you can use the sweep method.
ICEM CFD can be an option.

First apply inflation layers.
Apply MultiZone Quad/Tri method and select All quad in free face mesh type.
Now apply sizing and adjust parameters according to your desire.
If you like to generate a structured (hexahedral) mesh with full control over the boundary layer resolution, cell expansion ratios, etc., than it is very recommended NOT to use ANSYS Meshing, but ICEM/CFD Hexa. And that despite the slightly "old fashioned" GUI. This is the more, than a flow over a circular cylinder takes place in a geometry with a rather limited degree of complexity, where ICEM/CFD Hexa is very feasible to get applied.

The best approach is to use Sweep mesh coupled with required inflation layers. Both of these can go side by side. The Sweep mesh will be structured because of the uniformity of the pipeline. If you need further improvement, it's best to use edge and body sizing.
