It looks like too much salt in the dna samples. Since we see the same effect in the ladder the salt must be coming from the loading dye that yoy add to the samples to make loading easier. The gel is probably fine. Borrow a loading dye from a colleague and run 2 samples, one with your loading dye and one with the borrowed dye
This kind of bands are caused due to improper loading. Here in this gel it looks like While loading you injected some of your sample in the gel surrounding the well. Following, either you have over exposed the gel or you used too much of EtBr.
Try to load gel without touching the gel and check your EtBr concentration. Run the gel on lower voltage (~80 V) to allow slower and clear separation of bands.
