Len: I agree with you. Further, if someone claims his research work to have been published for the first time cannot claim so in subsequent publications.

Aside from plagiarism, submitting to more than one journal at a time might be one of the worst possible academic sins there is. For illustrative purpose just imagine you have submitted your work to 5 journals at the same time. It’s a great article and a few months later, you hear from all five journals that they would like to publish your article. Now you have to tell four of them that you’re not interested in publishing in their journal. This is bad for a few reasons in itself. First of all, it's insulting to the editor to say that you’ve chosen another journal over his or hers. They will probably remember this slight. Secondly, by the time you tell the editor you don’t want to publish in their journal, they may have already planned most, if not all, of that issue. So, now they have to go back and re-plan the entire thing. Other than this, next there is a legal issue associated. Once the article is accepted, or shortly thereafter, the journal owns the copyright to the article. You are going to get yourself into quite a tough spot if you have given the copyright to more than one journal. There is also an ethical angle to submitting to multiple journals at the same time. Editors are usually from academics background who have probably a separate full-time career as well. If you take up their time unnecessarily, that’s less time they have to teach, do their own research and writing, or read someone else’s work as well as attend to their personal needs. Submitting to more than one journal at a time is rude and speaks poorly about your character, it will potentially put you in a bad legal situation, and also wastes the time of some very busy people. That’s why when people who do this are discovered, they are often banned and blacklisted from the journals they submitted to for life.

Journals publish original papers.  Other types of publications may sometimes reprint an article, but it is not an original publication, and therefore does not get cited.

Extraordinary papers can be published as Open Source, or posted on pre-publication sites, such as ResearchGate, which can do both depending on the journal's copyright rules.

i am still not clear -- i am afraid i was not able to ask the question clearly-- dear friends; i know the rules most of you have mentioned through the links and i appreciate that help--BUT my humble submission is that each and every journal has got its own impact factor(number publications/num of readers ) if any article is labelled as for instance 5 star article and the editorial board share it with journals of other regions (thus transferring their copy rights to other journal or keep it open without any copy rights) or a journal have its altogether al readers entirely different from the readers of the journal where it was published---- then why are these restrictions? all these rules and regulations are man made and why we can not change this rule?? i have already mentioned that online journals and frequent assess to most of such extraordinary papers have covered 50% of my curiosity. 

It involves the issue of copyright violation. Once you publish with a particular journal you also sign a copyright form. this copyright form transfers the publishing rights to a particular publisher which cannot be violated thereafter. 

so till now we got two obstacles 1) its a rule 2) copyright violation ( this also depends on rule). what else ? any drawbacks of publishing an extra-ordinary article in more than one journals if the first journal waive-off its copy rights or the author keeps the copyrights with himself/herself???

3) Publication Ethics ( again part of rule or part of character, subjective choice ) 

4) Plagiarism ( self-plagiarism or duplication of publication )

5) Integrity in Research (again part of rule or part of character, subjective choice )

Gone are the days when information used to flow at the snails peace. Any extra ordinary research finding seeks its own wings and catches the public attention on its own merit, hence reaches out to the end user at its own without any delay. Thereon, in the ICT era, information flows almost at the speed of lightning. The information world is already at the threshold of becoming barrier free and hopefully in the coming days each piece of information will be made freely available to the public, provided the information producers understand the ultimate purpose of the information generation. 

 Ramesh my friend, thanks for your input but if there is no role of journals why dont was have one pool like research gate and put everything on researchgate.net or pubmed or such site--- why we use traditional hard copies and journals.i hope you wont mind this discussion-- i am sure many youngsters will benefit from our discussion.
