Now I am searching and colleting global literature on statistical downscaling and statistical disaggregation to pick up and summrize algorithms, particularly hourly interpolation algorithms for use of forecast. Many papers are about stocastical algorithms for hydrological simulation, not deterministic ones for weather forcast. I do this work for the entrustment of a colleague who are Undertaking a research projects about real hourly statistical downscaling of every three'hours prediction in current China.I am trying to find deterministic algorithms, but i am not sure if i can get adequte and effective algorithms or solution.
Perhaps something can be learned from a spatial statistical downscaling for energy demand. Some deterministic approach discussed.

I think disaggregation is, by definition, a statistical/stochastic problem and I cannot imagine how could it be tackled with a deterministic algorithm. I suggest adhering to a stochastic approach. There is a lot of stochastic literature--as a starting point see the link below.
