Because if we don't measure the pH of the stock solution, means the stock solution that will be added into autoclaved media will change the pH of media.
If we did measured the pH of stock, how effective it will be at pH around 5.7-5.8 for plant tissue culture purpose? This is because PGR like TDZ form white precipitate somehow in slightly acidic condition...

If you want to add PGR in autoclaved medium for any special experiment it is better to check the pH of the PGR. You are aware that TDZ or Zeatin are not dissolved in water. If you dissolve your PGR in acid it will change the pH of the medium ( obviously it is related with the amount of PGR)
Normally, you should very little amount of solution like ethanol, NaOH, DMSO... to dissolve your chemicals then add water to get the final volume and concentration. Therefore, the pH of your stock solutions is not changed so much.Then, as you add a small volume of those stocks to your medium the pH of the big volume of medium should not affected too much. However, in some special medium, it should better to check the pH of your stocks after making stock solutions. You also can add 2-(N-morpholino)ethanesulfonic acid (MES) to your medium to keep your medium pH more stable.
Indeed, usually you add only a small amount of PGR stock so the pH of the medium should not change a lot
In the case of studying the effect of pH value, in this case, adjust pH value is worthwhile, but in plant tissue culture we don't adjust pH value when we add growth regulators by filtration because of the change is not affect and it was considered constant factor.
