There different types of resins are available for preparing the water based, I need to choose the prefect binder of pigments and other essential components in the paint under extreme conditions like hot, cold and rainy seasons.

Water based media will not be suitable for rainy conditions - that is direct exposure to water. Unless you are looking for emulsion paints, but these are not purely water based media.

Worked on a similar project, I used an acrylic binder (water based formula) for making the paint rain resistant, on glass. According with my experience, pigments dispersions must be selected for a waterbased system (check pH compatibility), and most of them come mixed with acrylic binders too.
