What statistical analysis to compare the effects of different treatment conditions?

I am currently doing experiments on cells and comparing the effects of different treatments. I have three biological replicates and for each of these, there are three technical replicates.

I am unsure what statistical analysis to use to compare the effect of the different treatments? I am unable to just combine the technical replicates as for each biological replicates the mean of the technical replicates are normalised to a control.

If you can obtain the raw individual tech rep data (un normalised) then a 3 way ANOVA could be used Treatment x biol rep x tech rep (3x3x3) and compare treatment mean differences .
