The best solution is using of certified test-gas. If you need different concentrations you can mix your ethanol test gas with a pure carrier gas. With suitable mass flow controllers and test gas concentrations you will be able to set your desired concentration down to the low ppm or ppb level.
If you want to use liquid ethanol you can set up a device similar to gas humidifiers. The easiest way is to bubble your carrier gas through a reservoir of your liquid ethanol. To get different concentrations you can heat your reservoir. But you will have to try-and-error to get reliable concentrations depending on gas flow, temperature, humidity of your ethanol, and so on.
Another commercial solution is the usage of liquid flow controllers supplied by manufactures like MKS or Bronkhorst. I think they could offer you a solution.
