Share your comment from your academic experience about publishing your work in not indexed journals , i noticed that some of not indexed journals contains high quality papers.
My personal preference is to publish in journals with no charges for me. I have to accept these are often harder to find and that the time from sending the manuscript to the time it is eventually published might be longer.
I agree that some very good articles may appear in lower-ranked or unindexed journals so it is important (for me and everybody) to keep an open mind in this regard.
Writing an article is not an easy task. When you publish the article written after such hard work put in, it is better to find a journal which has a DOI and is indexed because it increases the visibility of your research. The unique code will help in identifying your research work and increases a chance of it been found when browsed in the search engines for similar topics.
I am not quite sure about the payment or charges levied because most of the journals charges certain fee even the most recommended journals levy certain charges.
