In my opinion, the purpose of publication is to share knowledge to other students or researchers. High impact or low impact does not matter to me. When my writing was published where ever it is, I feels so happy cause I can share my content to other parties. For my future study, I have a dream to publish in Q1. Originally, journals were primarily required for sharing research results, just as this was costly. Correspondingly, in the old days there were low barriers to access, no systematic peer review was established. In those days, also the amount of research articles was moderate compared to later decades. The scientific community did not need much help to oversee the relevant publications.

As the number of articles increased, journals engaged more to assess the quality of results published. By this, they contribute to secure scientific standards. Furthermore, they still have a say in the sharing of results. But more in the sense that they guide the researchers' attention. And, now even more important, they grant reputation.

I think, the original purpose, making results visible to the public, has decreased in importance. Every researcher can easily share her or his manuscripts via open access servers. The infrastructure also safeguards a permanent availability. In some fields, preprints circulate such a long time that the scientific community is already well acquainted with the results when they finally are accepted for journal publication. In such a case, just the reputation can justify the effort to get the manuscript published.

Publishing in a journal currently means that it is possible to find it in the main databases, and it can then be shared or built on by other researchers. It would be excellent if repositories and sites like ResearchGate were more mainstream as then it would be possible to get a similar effect without having to either submit to a journal which will hide it behind a paywall, or where you have to pay them to make it open access. It would also avoid some of the publication biases that exist with current journals.
