I think that the quality of education varies from country to country. For example, in industrialized countries there is a development of education, while in some developing countries, education has become less quality.
Quality of education is must to develop or excel in one's own interested area. For that a lot of effort is necessary. In my opinion, facilities may be improved to get quality of education.
What I imagine exactly, it is new paradigma on insufficiency of only one profile of occupational education now and in future, bcs most developed areas based even today on of two or more different fields of knowledge and human activity. In principle, developed countries deliver a better education than that provided by developing countries, Even so, overall, countries provide now a better education than than provided a century ago. For example, at primary schools teachers are not only concerned with what I call the three "Rs", reading, writing and reasoning, but also with I call the three "Cs", care, concern, and connection. Nowadays, most of teachers think of themselves more as mentors and orgnizers of learning experiences and situations such that students understand, reinvent, and reconstruct everything they learn than simple transmitters of ready made and established truths imposed on students from outside. As I psychologist, I see, say, a dark side in the current education I call the lack of the sense of contingency. Now, it is often the case that both parents have a job, and hence have litlle time to stay with their children. To compensate for this, parents tend to give their children rewards that they do not deserve, and in the process spoil, say, their children. Because of this, children may come to the conclusion that they can get almost all they want without any investement on their part. This is a clear example of the lack of the sense of contingency. The lack of this psychological sense is highly detrimental to children's perfomance at school because children are led to think that, for example, their success does not depend, for instance, of their work or even hard work.

The quality of education in Russia has been falling in recent years. All thinking people agree on this. The main problem is joining the so-called "Bologna system", the introduction of test exams (the so-called EGE). In the USSR there was a relatively high-quality, but too ideological educational system. Of course it needed change, but not total destruction.
I think the quality of education is higher today than previously simply due to accessibility and the rise of technology. In today’s times 7 year old grade school kids in private schools are using iPads as learning tools in their classrooms. Good quality education enables people to develop all of their attributes and skills to achieve their potential as productive citizens. However, there are increasingly more challenges with education due to massification. Crowded classrooms in public schools are increasingly becoming a problem as the student population continues to grow with limited teachers and resources that compromises the quality of education. In response to your question, I should say that it is difficult to give a generic answer to this question. You know well that the quality of education may be a function of several parameters. That is, evaluation of the quality of education should be carried out by considering a number of factors which may vary from a point of the world (e.g., a country) to another point of the world. However, I think that; due to considerable advances in IT technology throughout the world, and hence, sharing most of useful educational information and materials, the average of education in the world has been enhancing to some degree comparing with the past.
The quality of education has different perspectives in the current knowledge society, however, there is evidence of its qualitative improvement and even more of its quantitative indices, today we have better education policies globally, even when inequalities persist and the lack of opportunities in different regions and countries.
In the methodological conceptions of teaching two very general tendencies can be noticed:
1. Those who admit the quality of education associated with the sustained use of digital technologies. It is added that digital technologies extend the possibility of learning more.
2. The following position advises, on the other hand, the exercise learned, because without this procedure the implementation of what has been learned at work and in life is compromised.
The solidity of learning, in the latter case, decreases due to the reduction in student memory and that reduction is related to the excessive use of technology.

The concept of the quality of education cannot be reduced to the fact that students behave well or misbehave, whether or not they meet the expectations of their teachers, even if they may or may not reproduce what they are being taught in the classroom , for evaluation.

I can attest that spending money to buy modern technological equipments and software programs, erecting new buildings with fancy decors and motivational quotes on the walls, and developing the flavors of meal to make it more digestible don't exactly lead to educational quality.

As for the second objection, it’s hard for me to recall a nation, which would have completely no education system. Yes, European education systems, especially well developed German one, have greatly influenced the development of national ones. But, there is another, in my opinion, more ancient saying: "Timeo Danaos et dona ferentes". Such a Danaans gift, in my opinion, is the modern education system, which removed a very important component that was present in old schools - a mentor, and replaced him (or trying to replace) by a computer. The consequences of this “gift” are seen by everyone - an abundance of people who do not know anything in essence, but who have opinions for any reason and are confident that “they have already read everything they need” (and another citation from the Russian classic: “Without science, enlightened by nature itself ... Is it international test scores, graduation rates, students satisfaction, etcetera. Third, clarification needs to be made with respect to whether we are considering K-12 or high education?

Hello I am going to propose to use new technology for students in developing countries; usage tabelts with special hard cover and necessary books and publications plus especial games and puzzles stored on them. Doing that we reduce paper usage and it costs and in future introduce electronic pens for them to use.
Also teaching video of teachers could be recorded for them to revise their lesson when desired.
Hello you are quite right if we provide tablets we could have the best teaching from the best teachers stored on them and they can use it anywhere and any situation and they can have their day teachers as well to help them even they could have lab software's install on tables in addition to ordinary lab. And also sports classes to coach them how to play sports well.

Quality of education will increase when teachers were well acquainted with what they teach. When this is not the case they are no teachers alt all. Hello education is different in different countries I studied in England at 1980's but many things has been changed and I have not been lecturing for about ten years now but I thought what ever I learnt and tried to give them typed notes and MIT lecture note of professors there.
