Have tried rinsing with heptane (to precipitate the polymer), and analyzing supernatant by FTIR. However, recovery so far is much lower than expected. Already have a GC method for analyzing volatile silicone, but this does not work for non-volatile silicone.

Dear Cynthia ,
You need to use LC-Mass and GC-Mass spectroscopy methods to further analysis. Both of this methods are necessary for your sample extraction.
