The exact mechanism is not completely understood. Several signaling molecules (selectins, integrins etc) and adhesion receptors of both neutrophils and endothelial cells are involved in the process of rolling, adhesion and transmural migration of neutrophils into the site of inflammation. So, it is an active biological mechanism different from the extravasation of plasma.
