The rule is like dissolve like , so if i understand your question , adding cosolvents like alcohol or acetone in small quantity can enhance solubility, but you should determine for what route of administration to select the best cosolvent

The solubility will vary with every solvent so it is better to check it out with various organic solvents normally starting with the most non polar solvent available. And Cosolvents , can be used to enhance the solubility in a particular solvent where the solute is partially soluble.

The selection of solvent depends the purpose of use such as whether the final product is intended for internal or external use. Further if there are any modifications/reactions to be performed on the solution. Boiling point of the solution is very important before selecting a solvent.
