The best RIN value for RNA prep essential for RNA seq should be 8 and above. A look at electropherogram is also very necessary, to judge the quality and presence of all the RNA species in your sample. It also depends on the platform which you are using for RNA seq.

It definitely would depend on the application you are looking at. Generally, ribosomal reduction based approaches are going to tolerate more degraded RNA much better than PolyA based approaches. Typically we like to see a RIN of 7 or greater for PolyA.
One thing to consider is that DV200 (the percentage of molecules >200 bp) is a more reliable measure for RNA quality for degraded (often FFPE) samples:
