What is some practical and applied resource for distribution and link fx with GEE?

I am currently working on my dissertation with an outcome that is positively skewed, clustered, and ranged from 10 to 28 (ordinal) from a psychological instrument. I am using a GEE approach to overcome. The problem is that I trying to find a practical resource that will walk me through the proper identification of the link function and the distribution. I am have examined such textbooks as "Analysis of Ordinal Categorical Data" by Agresti but it is bit advanced for my current proficiency. I am using SAS studio for the analysis.
