What is IMPACT INDEX? is it a valid parameter?

I have come across a journal which is showing a ISJN number and an impact index of 4.63. Now is this a valid score? The journal url is https://sites.google.com/site/photonfoundationorganization/home/international-journal-of-biotechnology. Please help me to get the true picture
