1) Dissolve e.g. 0.75 g. of stannous chloride dihydrate (SnCl2. 2H2O) in water and dilute to 50 mL.
2) Dissolve 5 g. of citric acid monohydrate , 1.2 mL of acetic acid, 12 g. of sodium acetate trihydrate, and 3.4 g. of sodium hydroxide in water & dilute to 100 mL with water. Mix this solution with 20 mL of water & 30 mL of 1-propanol. You have now a buffer solution with pH=6 & it is stable for several weeks at 4 oC. Confirm this by pH meter.
Mix both solutions & proceed to your experiment. Note that distilled water is only used.
If it works, then scale up as you wish, e.g. by using 10 times the amounts. Best wishes for success.
Another oprtion would eb to dissolve stannous chloride in Methanol, if it si compatible with your labelling procedure. Stannous chloride is surprisingly soluble in it
