Modern society is developing in the direction of increasing democratization, strengthening influence on the state. However, there are phenomena that negatively affect social development. One such phenomenon is corruption. I would like to discuss what factors contribute to the development of corruptogenic consciousness and behavior. Is this connected only with gaps in the legislation, or does corruption have psychological, social, cultural, economic, political reasons?
The gap in the consciousness of a modern person between the due and the existing, legal and fair, has led to the formation of a new legal tradition based on the widespread dissemination of “illegal practices”. The corresponding individual and social legal experience contributes to the widespread dissemination of corruption that permeates all areas of life. This allows us to consider corruption as one of the characteristic features of modern legal reality.

Existing power structures, which are used by individual leaders as well as by clans for the material exploitation of the masses, have indeed a worldwide tradition. Corruption can hardly be stopped in the short run, in the long run by individual rulers with ethical consciousness. Democracy is one of those forms of government in which corruption causes great damage and creates a "false world" of normality that is, however, deeply immoral and illegal.
