What does it mean when its said 99% Ethanol denatured with 5% Methanol?

As I understand, 95% ethanol denatured with 5% methanol mean that 95% is ethanol and 5% is methanol.

Some vendors are selling 99% ethanol denatured with 5% methanol. Can someone help me interpret this?
