Can anyone recommend a Delphi method online tool that I can use?
Mesydel.com has been recommended but you are not able to download it.
I have been recommended http://armstrong.wharton.upenn.edu/delphi2/ as well although the website is less user friendly than I would like.
Any other suggestions?

You can use google form for free. You can create your form and do your survey online. I found it easy and user-friendly tool. You can get it here https://www.google.com/forms/about/

I have been working with Welphi for some time now.
I have used the commercial version you can find in their website, and it has proved itself very compreehensive and easy to use.
Also, I have worked with Welphi team to develop some tailor-made Delphi designs adapted to more specific research contexts and the collaboration has been great - young team with good research skills and very available.
Glad to help with more specific questions. Delphi is one of my reserach lines and so I am very interested in sharing experiences with its use.

Most of the software suggested are very expensive options. Perhaps using Google Forms and maintaining a log would be a simpler option for small projects.
I wonder why you need to use the Delphi software. If you simply want to conduct a small-scale Delphi study (less than 50 experts), it is no need to make use of any specific Delphi program. Just follow a Delphi methodology starting from identifying experts, through questionnaire design, data collection (the number of rounds) and data analysis, to data interpretation. It is quite sad that researchers nowadays cannot carry out research without a research-assisted program. In fact, we should focus more on research philosophy and methodology with reporting guidelines than the IT or software.
There is another real-time delphi suite out there, our HalnyX suite. It has a novel user interface for respondents, managing and prioritizing their involvment in the study so they can focus on priority tasks whenever they revisit the study.
