It is supposed that neocortex is for higher functions such as sensory perception, consicousness, and language. What can we do to train neocortex to boost creativity?
I'm sure this doesn't address the entirety of your question, but you might find it interesting.
In behavior analysis, we increase "creativity" by setting the occasion for, prompting, and reinforcing novel behaviors while withholding reinforcement for behavior that has already occurred.. For example, if a child is given blocks to build with and they make a structure that they've made in the past, the teacher doesn't comment/give attention. However, if it is a novel structure, the teacher provides specific praise on new structure.
I also think concept associations and relationships facilitate novel behaviors.
