What can be the possible Alphabets of Universe which might represents about its construction, its running and its control and command system etc?
Is there any Universal language exists?

There is no sound (I guess) , as far as alphabets go we try to see some I am sure ...
Could be a set of EM/light signals allowing to built a text upon a message's signals conversion/interpretation. Details are up to the level of communicating civilizations.
As far as a Universal Language (UL) is concerned for space communications, we haven't heard about any signals reaching our planet that could be interpreted as from thinking creatures yet. Hence the lab to create UL is kind of premature yet.

What is high level / machine level language ?
If universal language is a language that can be understood by every being, then I think that is not possible. Assuming this standard would require that all beings use the same decoding sequence and that at least cannot be proven until we have all the constituents of the sets of "beings". Could we find that this is not possible? yes, in principle you just have to find through a proof of existence that one member of the group cannot achieve communication in this language.
What can be the Alphabets of Universe?
You would need to specify the symbols that constitute the alphabet. I would put this as extremely improbable since the composition parameters for the members of this set is extremely difficult to determine (recursive decomposition of complex symbols, etc.). What could be established is correspondences among different symbols, but this would also meet a very difficult barrier to overcome.
There was a message sent by Carl Sagan into space in 1974 (from Arecibo) and a reply was received in 2001 in the same language by way of symbols.
As the answer came in by way of a crop circle (near another radio dish) some people don't believe it. I used to study crop circles and the science around them is fascinating. In fact this is the best of science. If people don't believe it they must be second hand scientists, I think.
When you say alphabet, it indicates a language. It seems it could be Sanskrit language. Do you know that the first sounds that a child makes no matter from what part of the world or planet - - are the same sounds, everywhere like ma ma, da da. These same sounds are the basic sounds of Sanskrit.
