The review process is one of the critical steps in the publishing cycle. Is there a recommended progress of revision should reviewer follow to evaluate the paper. The editors of several journals provide guidelines for reviewers to follow regarding the policy of each journal.
What do you think about the level of following instructions that reviewers adhere to evaluate the paper?

Thanks for the invitation. I agree with the colleagues. Apart from the specific guidelines for review, which almost each scientific journal has, as already pointed out in the analytical presentation of the question, a basic rule is the open mind of the reviewer.

It is good to have criteria for reviewing the article so that the paper meets the expected standard for publication. Also, this criteria help to avoid bias in the review process and maintain consistency across reviewers.

From your experience, Are the reviewers always follow those rules (evaluating the process for the academic paper), what are the things let the reviewers evaluate with paper in an improper way?

Reviewers should as much as possible, be open-minded, biasfree and not expect every paper to agree with their own line of thoughts or assumptions. They should not try to rewrite the paper for authors. Their duties are to evaluate papers, offer constructive criticism and return useful feedbacks to editors.
What are the rules of revision academic papers to evaluate the paper professionally?
Agreed each journal has its own guidelines to guide its reviewers how to review each manuscript - some are more structure whereas some are less structure. I'd gone through several journals' review guidelines & had developed the following for sharing:

The above can be used by reviewers as well as helping authors on what are some of the criteria that they should meet minimally before submitting their manuscripts.
Also from the above sharing by other researchers / scholars, finding one phrase being shared consistently i.e. "open-minded". This is very important for all reviewers so that we don't stereotyping any manuscript, providing negative critiques & require authors to cite our articles etc.

I think that the policy of a journal editor could reject best articles. Put restrictions and conditions is to deviate the judge for an interest. I do not see this correct.

The research evaluation rules are: Determining the specialization of scientific or human research, practical or theoretical, whether there is a new idea or not, the language is good or weak, the references are recent and comprehensive or not, the research is received or not
