One software is usually not able to address all requirements. I suggest inkscape in combination with FreeCAD as freeware solution. In FreeCAD you can design your 3-dimensional devices and with inkscape you can add some details, e.g. laser light.

I haven't used this type of diagram till now. But yes CorelDraw will be best for this.

I like POV-ray, it is more programming than drawing, but once learned how to use - makes it just perfect. 

Hallo! You can use SolidWorks or Catia to make 3D parts. After that you can use Blender to finish.

Use of inkscape software will be helpful in this regard.
