first I want to clarify your question, since it contains two negative terms, so is your observation "positive", i.e. (i) not blocking inactivation means that you have an inactivation by whatever means and this is not overcome by TEA or (ii) I assume that you mean was why TEA does not block outward currents.
My simple answer to (ii) would be that TEA is applied outside, so it would not interfere with the outward transport of K+.
