What are the basic buffers that are compatible with zinc sulfate ?

Iam preparing a mouthwash formula containing zinc sulfate . It's known from literature that zinc sulfate is incompatible with strong bases . So, how can I adjust the final formula to basic range using a substance that is compatible with zinc sulfate?
