My research is about the effects of anticancer properties from Mangifera indica Linn. peel extract against cancer. But as a high school student, our school lab doesn't allow cancer cell lines or any cancer cells. Are there other ways to test anticancer properties without having to use any cancer cells?

You can not prove the anticancer properties of any drug or extract without using cancer cells that is the least requirement. Unfortunately there is way to test anti-cancer effects without testing cells or tumor xenografts or experimental animals with natural tumors.
