Uncared proliferation of papers cannot be expected to be quality outputs. There might be citations but the comments would definitely not be good.
The assumption is that citation is "quality", which may not be true, right? Mathematically, more articles may mean more citations (even for bad articles) because one article can cite several others. I am intrigued by this.
