Some research topics are very specific within their fields, but research agencies general need to have broad statements and need to support all areas.

If we look closely to the amount of grants in number and volume of money, then we can have an idea about agencies priorities. But,  (how) can bibliometric/scientometrics studies help in finding out trends in priorities?

It is know that it takes years for grant to became published papers. I have an example of looking at context, but this is not sufficient and there is no context.
