It's depends on your study. Data can be used without any time constrain. But if your are studing the polution status of a city and you collect data on 2017, there is no logic publishing the insights in 2019. So it's purely depends on the study. Statistically, there is no limit.

You can use the data whenever you want to use it, but most of the journals don't accept manuscripts which are based on a more than 5 years old data-set. The exceptional cases are when you present it as secondary data or if the research deals with retrospective analysis.
