If you do a search at ELSEVIER journal, most of them are free of charge, except for OPEN ACCESS or color print. There is also a significant group of Cuban journals at no cost, or really low low cost in the field of Public Health, Medicine, Biotechnology, Phrmacy which are all them indexed in SCOPUS. See the green ligth highlighted in the excel attached below.

These journals exist but it all may depend upon your definition of "well known." Is that dependent upon impact factor? Does it include primarily open access publications? Does it include publications which are well known and not technically free but have fee assistance programs (like PLOS: https://www.plos.org/fee-assistance)?

I suggest you check out MDPI as it has some of its new journals open for publication without a fee. Also PagePress publications has some free journals and the link is below.

Please be careful about the Predatory Publishers and Journals. Some have apparently low cost, but can be very poorly done and it hurts your reputation. Also they sometimes appear to be free, but then after acceptance they will bill you for APC or submittal fee or ??? Do not pay no matter what. Check out Beall's List of Predatory Publishers and Journals.
