If you are doing exploratory factor analysis, SPSS will work just fine and probably give you all the options you need. However, if you are doing confirmatory factor analysis, SAS would may be your best options unless you also had some of the added modules not available in the basic SPSS options. Since IBM purchased SPSS, they are upgrading and adding options all the time.
The two software ( SPSS and SAS ) are suitable for this job, but the choice depends on your training to use each of them, I think SPSS needs less training than SAS for beginner users.
