Solubility of hydroalcoholic extract for microbroth dilution method

Hi, I am doing research on bacterial susceptibility toward plant extract. I have prepared plant leaves extract using maceration technique with solvent 75% ethanol followed by filtration, rotary evaporation and freeze drying to obtain solid extract. However, when I wanted to do microbroth dilution for determination of MIC value, the extract does not dissolve in the broth media. I have tried dissolve extract in both distilled water and 75 ethanol for comparison, finding out that water does not dissolve the extract completely as 75% ethanol. Is there any way to dissolve extract completely in broth media?
