I suggest you to use Ansys workbench, there you can apply failure criteria very easily.

You don't have to give failure criteria in ACP Postprocessor, rather you have to provide failure criteria in Model-Solution only

Yes, you can using ANSYS ACP in ANSYS WorkBench for failure criteria, which is available from versions 15 up to current version 19. You can see attached pictures herein- I have shown you different failure criteria available and how you can define them, but the pictures were only for demonstration purposes
