Yes i've received their responses on the sample items.

Then I'm not sure what the issue is. Why not used the items that received the best ratings?

Yes i've got the results for examples non consensus statements (19/87). Based on my readings, most guidelines mention that most importantly are the main aim of the delphi study and the selection criteria on consensus. With heterogenous sampling, it is indicated that there might be difficuties to achieve consensus. Therefore, i'm seeking advise as i want to use the best statistical analysis for my data which enhance the validity and reliability of my instrument for the next phase.

I'm not sure what you mean by 19/87. Can you give a specific example of what you mean by non-consensus statements.

One thought that does occur to me is that it makes a difference if your lack of consensus is concentrated in certain subgroups within your overall sample.

Consensus not receive on 19 out of 87 statements. Yes as for my pilot, i just involved 2 groups who represent the stakeholders. Yes i plan to compare responses between the subgroup. That's what i mean is it enough by using std deviation and mean to identify the variations between the groups? Based on my readings, there are other ways to ensure the reliability of the survey. Again based on your suggestion, i can rationalise that the ranking delphi technique will be the best to analyse heterogenous sampling of a modified delphi study.
