I've come across most researches suggest to conduct content validity index before a pilot study. However, some studies reported vice versa especially studies that involve several phases.

Siti - it is more understandable that validity is conducted prior to a pilot study. Conducting it post-pilot is possible - but contradicts the intention of the pilot. That is - to pre-test for potential use as a wider project. In this context, it would make more sense to test it then.
