Research aim: To develop a holistic transformational leadership model in developing new responsive leaders.
Research Objectives:
(i) To determine the main types of leadership attributes present among senior leaders at federal agencies and local government agencies in the public sector;
(ii) To examine whether there is a significant difference on leadership attributes scores between senior leaders’ self-evaluation and peer evaluation by employees at federal agencies and local government agencies in the public sector; and
(iii) To investigate whether leadership attributes among senior leaders at federal agencies and local government agencies support employees in dealing with the internal challenges in public sector in a holistic manner.
Research design - Mixed Methods
- Sequential
3 phases:
(a) Phase One - To develop a new survey questionnaire
Data collection - Semi-structured interview (5 academics and 5 practitioners)
Data analysis - Thematic analysis – transformational leadership; civic capacity and public leadership
Data collection: Delphi technique (7 local panels and 7 international panels who plays roles of leaders and employees)

Data analysis - Descriptive statistical analysis in order to revise the original questionnaire
(b) Phase Two - To do pilot study on the proposed survey questionnaire
Data collection-
Pilot study of revised questionnaire on 2 leaders and 2 employees.
Data analysis- Statistical analysis including Cronbach’s alpha coefficient to assess the internal consistency
(c) Phase Three - To distribute the finalised survey questionnaire
Questionnaire Survey to 600 potential respondents (300 leaders and 300 employees)
Data analysis - Statistical analysis on regressions
