I have some experience of scaling up ITN's in Zambia: the method also depends on the type and situation of the target community ie. urban or rural, or a combination of both. Rural target is good for agricultural partnering and district health sectors/clinics, while urban can be implemented via local health community systems/clinics within urban and metropolitan areas.
