I got comment on my FTIR data figure from a reviewer. The reviewer said "FTIR data in Figure should be repeated. there is no bassline." I made Y off set comparison graph of FTIR on OriginLab. Can someone guide me about the baseline of FTIR?

Your FTIR spectra must cover all the range of intensities. For instance if it in Transmitance from 0% to 100%.
the reason because there are small intensity signal that could show that a substance is not enough pure or it is doped.

You can reduce the high transmittance (%) or amplify the low transmittance (%) data. but in both of the cases using a fixed factor, you should eliminate the numbering (%) in the graph when you make any change.

Even when you use a single FTIR spectrometer you see a spectrum as if it was a double beam instrument. Whenever you wish to record a sample spectrum you should run a background spectrum first. This should be carried out a soon as possible before introducing the sample and with the same instrument settings and accessory. People regularly see background water vapour and CO2 out of balance in their sample spectra from the simple fact that people talk and breath next to the instrument or use an old background. The single beam background spectrum has all the characteristics of the spectrometer and atmosphere of the sampling compartment/accessory. Your sample spectrum is a comparison of sample and background spectra.
