If we took permission for reproduction before submission of journal X, but if it is rejected from Journal X, then can we use same permission of reproduction in submission of any other journal Y, or We need to take again reproduction permission for journal Y.

You must take permission for reproduction of figures again as the journal different than the one for which permission for reproduction of figures was earlier taken.
You have permission for an article that never was published in a specific journal. If it is published in another journal You have to ask for permission again as Dr Kanwar already said.
Hi Raj, in general, copywrite of figures and articles are owned by the journal that published it.
If you have permission from Journal X that owns the copywrite of the original, then that should be enough for publishing elsewhere because Journal Y has no legal claim for figures and articles published in Journal X.
PS. If these are schematic figures, you can make your own figures with a different font, background, move things around etc. and reference the original. ( as described in XXX et al)
The copyrights are transferred to the publisher when the manuscript is published not when it is submitted. If the manuscript is rejected from Journal X the permission is no longer valid and does not concern Journal Y.
This is a guess but up to me it is hard to get permission to use something that don't exist. But every? ( at least the serious ones) journal has an on-line form that can be easily filled and used to get permission. But You need to know the journal, article (pages) and figure number(s).
I got answer (positive) within 24 hours when I wanted to use some pics in my Thesis.
The answers are given already. The permission needs to be for the journal intended. It has to be repeated. The point is, the payment towards permission. The author must be cautious about the matter.
