For both, 1 g/L solutions are usually ok. The amount depends merely on your instrument and vials you are using, in the case of GC-MS sometimes you can have problems with the detector saturation, then you can reduce either the injection volume or the concentration of the sample.
For HPLC it depends on several factors. Different columns to start with, require different injection volumes (often specified within some recommended limits). The concentration in the sample depends on the sensitivity of the instrumnet. A MS detector is usually more sensitive than a UV detector and requires less concentration. This varies alot between different analytes.
